Citizenship by Investment Countries for Pakistanis: Where Turkey Stands
Among the citizenship by investment countries open to Pakistanis, Turkey is the one that grants full Turkish citizenship to the whole family in exchange for an investment you keep as your own asset: 400,000 USD in real estate, or 500,000 USD through a bank deposit, fixed capital, government debt instruments or a qualifying fund. The Eastern Caribbean programs and Vanuatu quote lower entry prices, but their cheapest routes are non-refundable contributions. In Europe, the best-known investor route has closed and the other now needs ten years of residence before citizenship.
KL Law Firm is an Izmir law firm that represents Pakistani investors from the first decision to the finished Turkish citizenship file. Our founding partners, Alparslan Levent and Pınar Konaç Levent, are registered with the Izmir Bar Association. We work from Izmir and run the same file in Istanbul, Antalya, Bodrum or any other province, because the investment, the appraisal and the application are all handled under your power of attorney.
Key Takeaways
- Turkey asks for 400,000 USD in real estate or 500,000 USD through other qualifying routes. Your spouse and children under 18 are included in the same application.
- Caribbean programs start from about 200,000 USD, and the cheapest route in each is a non-refundable contribution. A Turkish property stays registered in your name.
- Turkish citizenship comes directly, with no years of residence to complete first.
- Malta no longer grants citizenship for investment, and Portugal's golden visa is residence only, with citizenship now taking ten years for most non-EU nationals.
- We handle the Turkish side end to end under a power of attorney, and we plan how your funds reach Turkey before you commit.
Which Countries Give Citizenship by Investment to Pakistanis?
Pakistani investors who compare citizenship by investment programs usually end up looking at three groups: the five Eastern Caribbean countries, Vanuatu and Turkey. Turkey applies no nationality-based restriction to its investor route, so a Pakistani applicant follows the same rules as any other foreign investor. The table below sets out the lowest published entry point of each program as of October 2026.
| Program | Lowest published entry point | What the money becomes |
|---|---|---|
| Dominica | from 200,000 USD | Non-refundable contribution |
| Antigua and Barbuda | from 230,000 USD | Non-refundable contribution |
| Grenada | from 235,000 USD | Non-refundable contribution |
| St Lucia | from 240,000 USD | Non-refundable contribution |
| St Kitts and Nevis | from 250,000 USD | Non-refundable contribution |
| Vanuatu | from 130,000 USD | Non-refundable contribution |
| Turkey | 400,000 USD | Real estate registered in your name, or a deposit or fund you hold |
The figures are the lowest contributions published for 2026. Several of these countries also offer a real estate route with its own holding period and fees. Published prices in this field are a snapshot, because several of these programs have been revised under EU and US pressure in recent years. For the Turkish route in full, our guide for Pakistani investors walks through the rules and our main page on Turkish citizenship by investment covers the program itself.
Cheapest Citizenship by Investment: What the Entry Price Does Not Show
Turkey is not the cheapest citizenship by investment on a price list. A Dominica contribution of 200,000 USD is below Turkey's 400,000 USD threshold, and Vanuatu is lower still. What the list leaves out is where the money ends up.
A contribution to a Caribbean or Vanuatu development fund is spent, and nothing comes back. A Turkish property bought for 400,000 USD stays in your name. After the three-year holding period, which starts on the date of the investment and not on the Turkish citizenship decision, you can hold it, rent it out or sell it. A deposit or fund route works the same way, with the capital remaining yours once the holding period ends. Our Turkey vs Caribbean citizenship by investment comparison sets Turkey beside Dominica, Grenada, St Kitts and Nevis and Vanuatu in more detail.
For a family, that difference changes the real cost of the program. What matters is how much you pay for the passport and how much you keep afterwards. On that measure Turkey suits any family that wants its capital to stay its own.
What a Turkish Passport Gives a Pakistani Family
Mobility is the main reason many Pakistani families look beyond their own passport. The Turkish Ministry of Foreign Affairs list shows that holders of an ordinary Turkish passport travel visa-free to 70 countries and territories. Another 16 offer visa on arrival and 9 offer an e-visa or travel authorization. The visa-free group includes Japan, South Korea, Singapore, Brazil and Argentina.
Turkish citizenship is also a place to live. It gives your family the right to settle, work, study and run a business in a country that links Europe and Asia, and that includes every member named in the application. Families already settled in the Gulf do not need to move, and we explain how that works in our guide to Turkish citizenship for Pakistanis in the UAE and Gulf.
Is There a European Route for Pakistani Investors?
Two European routes come up in almost every comparison. The Court of Justice ruled Malta's investor citizenship scheme contrary to EU law on 29 April 2025 in case C-181/23. Its press release states that a Member State cannot grant nationality in exchange for predetermined payments or investments. New investor applications are no longer accepted there.
Portugal's golden visa still grants residence for an investment, but it does not grant citizenship. Under Organic Law 1/2026, published on 18 May 2026, naturalization now requires ten years of legal residence for nationals of countries outside the EU and the Portuguese-speaking community.
Turkey grants Turkish citizenship directly once the investment, the eligibility certificate and the application are in place, and the whole process takes on average 6 to 12 months.
How KL Law Firm Represents Pakistani Investors Who Choose Turkey
When a Pakistani family decides on Turkey, we take over from the comparison stage. We work only on Turkish citizenship and foreigners law. You get advice about the one route we run every day, and we tell you plainly how it compares with the programs above.
Our team decides with you which route fits the family: real estate, a bank deposit or another qualifying instrument. We handle the investment, obtain the eligibility certificate and arrange the short-term residence permit that the process legally requires. All of this runs under your power of attorney, so you do not need to travel to Turkey for these stages. We then file the Turkish citizenship application for you, spouse and children under 18 included, and follow it through to the Presidential decision. Our guide to the safest investment path shows how we weigh the routes, and our page on the certificate of eligibility explains the step that unlocks the application. For buyers who choose property, our guide to buying property in Turkey as a Pakistani explains how a property qualifies and how we review it.
Funds are part of the plan from day one. Your money may sit in Pakistan, Dubai, London or elsewhere. We set up the payment channel and the sequence of steps before you sign anything in Turkey, as we describe in our guide to transferring money from Pakistan to Turkey. Our team builds the Turkish documents and the transfer plan together, so your bank file and your Turkish file match.
When Turkey Is the Right Choice
Turkey fits Pakistani families with these priorities:
- They want the capital to remain an asset in their name, as real estate, a deposit or fund shares, instead of a contribution that is spent.
- They want Turkish citizenship granted directly, with no residence period to complete first.
- They want the whole family under one application, with a spouse and children under 18 covered.
- They want a country they can use for a home, a business or their children's education, as well as a passport.
If these describe your family, the investor route is built for you. Our practice pages on Turkish citizenship by investment, Turkish citizenship through real estate and Turkish citizenship through a bank deposit show how each route runs.
Frequently Asked Questions
Which country gives easy citizenship by investment to Pakistanis?
Turkey is the direct option. A qualifying investment of 400,000 USD in real estate, or 500,000 USD through other routes, leads to Turkish citizenship for the investor, spouse and children under 18, with no residence period first. We run the whole process under a power of attorney, so the family does not need to relocate.
Which citizenship by investment is cheapest for a Pakistani family?
Caribbean programs and Vanuatu have the lowest published entry points, starting from about 130,000 to 250,000 USD, but their cheapest routes are non-refundable contributions. Turkey starts at 400,000 USD, and the investment stays your asset after the three-year holding period. Which one is cheaper in practice depends on whether you count the money as spent or kept.
Is a Turkish citizenship by investment a donation like the Caribbean programs?
No. In Turkey you buy real estate registered in your name, or you place a deposit or buy fund shares that you hold. You commit the capital for three years from the investment date, and afterwards it remains yours. We structure the purchase or deposit and handle the three-year commitment with the authorities.
Is there a European country where a Pakistani can still get citizenship by investment?
Not through the classic investor route. Malta's scheme was ruled contrary to EU law in April 2025 and no longer accepts new investor applications. Portugal's golden visa grants residence, and naturalization now takes ten years for nationals of countries outside the EU and the Portuguese-speaking community. Turkey grants Turkish citizenship directly, and we handle the process from Izmir.
Which route is faster for Turkish citizenship, property or a deposit?
Both routes lead to the same Presidential decision, which on average takes 6 to 12 months once the investment and file are complete. The route we recommend depends on where your funds are, how you want to hold the asset and how the family plans to use Turkey. We compare the options with you before any commitment.
