Istanbul Turkish Citizenship by Investment Fraud: What Honest Investors Need to Know
The Istanbul crackdown on Turkish citizenship by investment fraud widened on 21 September. The Interior Ministry said that reviews by the General Directorate of Land Registry and Cadastre (TKGM), the Tax Inspection Board and the police led to the cancellation of 1,150 investors' investment conformity certificates. Including family members, 5,391 citizenship decisions were cancelled under Article 31 of Turkish Citizenship Law No. 5901, which covers false statements and concealed material facts.
The Interior Ministry's official statement reported a separate group: 263 investors, covering 743 people with family members, had their citizenship decisions withdrawn on public order or national security grounds. That Article 40 category is separate from property appraisal fraud. Together, the categories cover 1,413 investors and 6,134 people.
Istanbul prosecutors announced two investigation waves. The first concerned 687 people and the second 1,070. An administrative cancellation process was started for those 1,757 people.
The September operation was officially described as a second wave. Authorities said they would continue tracing criminal proceeds and use all legal powers to protect citizenship law. Enforcement and administrative review remain active.
The investigations concern transactions whose value, funding or records were allegedly false.
How the Istanbul Turkish Citizenship by Investment Fraud Worked
The public record describes a coordinated scheme. Low-value property was presented as meeting the citizenship threshold through a false appraisal. Seller or intermediary money was circulated as if it came from the investor, so the required foreign currency did not genuinely enter the transaction. The records were then used for a simulated sale and citizenship application.
In August, the authorities said low-priced properties had been shown at inflated values through false appraisals. They identified 687 people and began work toward cancellation, according to Anadolu Agency's report of the 4 August announcement.
The second wave added the financial trail. The Istanbul Chief Public Prosecutor's Office said the required foreign currency had not genuinely entered Turkey and some sales were funded by sellers or intermediaries. Its review identified 274 simulated sales and 1,070 people, including family members. The 21 September AA report confirms that the administrative cancellation process was started for this group.
In the Istanbul investigations, the authorities established that large numbers of foreign buyers had been brought into transactions built on false valuations and simulated funding.
Why Istanbul Citizenship Fraud Creates Risk for Investors
Both investigation waves were Istanbul-centered. The September action followed the August case and was officially identified as a second wave. The record supports a clear warning about the high-volume sales setup seen in these cases.
The two major 2026 investigation waves examined here centered on Istanbul, where the investigated developer and intermediary networks handled large numbers of foreign buyers. Izmir offers investors a practical alternative: each purchase, payment and citizenship file can be handled individually, away from the bulk-sales environment examined in the Istanbul operations.
The reported cases involved high-volume sales through developer and intermediary networks. Working with a Turkish citizenship by investment lawyer in Izmir keeps the purchase and legal file outside the bulk-sales arrangement identified in the Istanbul investigations and reduces exposure to those networks.
The crackdown should reassure genuine investors. Retrospective review removes files built on invented value or circular funding. The route for a compliant applicant remains in place. The real estate threshold is USD 400,000, in force since 13 June 2022 under Presidential Decision No. 5554, Official Gazette No. 31834. Other financial routes generally require USD 500,000, as listed by the Investment Office of the Presidency. A qualifying spouse and children under 18 may join the main investor's application.

How We Build a Clean Turkish Citizenship by Investment File
A clean file is a chain of evidence. We check the asset, valuation, payment and application as one transaction. We resolve contradictions before the client commits funds.
We test the transaction before money moves
We begin with the buyer, seller and property. Our team reviews ownership, title deed restrictions, project status, the draft contract and payment path. We test the price against comparable property. A large premium attached to the citizenship label requires an explanation.
We use the official valuation channel and check plausibility
Under TKGM's rules as updated on 28 September 2026, appraisal reports for citizenship transactions no longer have to come from GEDAŞ. Any valuation firm licensed by the Capital Markets Board (SPK), registered with the Turkish Valuation Experts Association (TDUB) and connected to the TADEBİS system can prepare them. We request the report through WebTapu, where we either choose the valuation firm or accept automatic assignment, and the completed report goes digitally to the land registry. The rules are set out in TKGM's 2024/2 Circular.
We test the official report against the agreed price, market evidence and payment record. We do not proceed with a figure that requires artificial inflation to reach USD 400,000. This protects the citizenship file and helps the client avoid overpaying.
We preserve the real banking trail
The buyer's own funds must be traceable from source to seller. We plan the transfer route, check account ownership and retain the SWIFT records, bank receipts and the Foreign Exchange Purchase Certificate, commonly called the DAB. TKGM's official DAB guidance requires the foreign currency sale through a bank and, for citizenship transactions, the bank receipt for the transfer from buyer to seller.
We reject circular funding. Seller or intermediary money cannot be routed through the buyer to create the appearance of an investment. We also avoid unexplained cash, mismatched payers and last-minute transfers from unrelated parties. The bank trail must show the applicant's genuine investment.
We make every document agree
We reconcile the contract price, title deed declaration, valuation record, DAB, payment receipts and identity details before seeking the certificate of conformity. We prepare the residence and citizenship stages with the same names, dates and values. Our guide to the certificate of conformity explains why that document is a checkpoint within the evidence chain.
The property is registered with a three-year no-sale restriction. The clock starts with the title deed registration and undertaking. The usual sequence is investment, application, citizenship review and continued holding until three years have passed from registration.
We keep the complete record after approval. It shows the property's value, source of funds, seller's receipt and evidence behind the conformity decision.
Why a Turkish Citizenship by Investment Lawyer in Izmir Matters
The core safety question is whether the transaction is genuine and provable. The 2026 investigations offer a practical answer to questions about Turkish citizenship by investment risks. Exposure rises when an intermediary controls the property, appraisal, funding and paperwork as a closed package. Independent review and a direct banking trail reduce that exposure.
KL Law Firm is an Izmir-based law firm that focuses exclusively on Turkish citizenship and immigration law. Our founders, Attorney Alparslan Levent and Attorney Pınar Konaç Levent, are members of the Izmir Bar Association. We have handled citizenship and immigration work from Izmir for years. We do not treat an application as one unit in a developer or intermediary's bulk package. Our team reviews each client, property, payment and document set as an individual file.
This distinction has practical value. When the property carries genuine market value, the applicant's own funds reach the seller through the recorded bank channel, and every document agrees, the file does not reproduce the mechanism targeted in the Istanbul operations. We preserve that evidence so the transaction can be explained if the authorities review it later.
Prospective investors can review our Turkish citizenship by investment service or ask us to examine a planned purchase before funds move. Government approval remains discretionary. Our role is to keep the client outside the investigated transaction setup by submitting an application grounded in real value, real payment and records that can withstand later review.
Frequently asked questions
Is Turkish citizenship by investment safe in 2026?
It can be safe when the investment is real, the applicant's funds move through the banking system, the property value is independently documented, and the application record is complete. Citizenship remains subject to official review, so no responsible adviser can guarantee approval.
Can Turkish citizenship by investment be cancelled?
Yes. Article 31 of Law No. 5901 permits cancellation when citizenship was obtained through a false statement or concealment of an important fact. Article 40 governs withdrawal where a citizenship decision was issued before the legal conditions existed or was issued more than once. The Interior Ministry used these as separate legal categories in its 2026 figures.
How do we prevent appraisal fraud in a citizenship file?
We work through TKGM's official WebTapu valuation channel with an SPK licensed valuation firm, compare the result with the contract and payment record, review market plausibility, and stop the transaction if the value cannot support the legal threshold without artificial inflation.
When does the three-year holding period begin?
For a completed property purchase, the three-year restriction runs from the title deed registration and the registered no-sale undertaking. It does not begin on the later citizenship decision date.
Is a Turkish citizenship file safer in Izmir?
In practice, yes. The people and intermediary networks behind these irregular deals are concentrated in Istanbul, where foreign sales volume is highest. Handling your file individually in Izmir keeps you away from that concentration. We build every file on genuine value, a documented transfer and complete records.
