Buying Property in Turkey as a Pakistani: Turkish Citizenship by Investment

Yes, a Pakistani citizen can buy property in Turkey, and a property with a confirmed investment value of at least 400,000 USD can bring Turkish citizenship to the buyer, the spouse and the children under 18. This applies whether you live in Pakistan, the Gulf, the United Kingdom or any other country.

KL Law Firm acts for Pakistani buyers on the Turkish side of the purchase. We are an Izmir law firm that focuses exclusively on Turkish citizenship and immigration law. We examine the property you are considering, complete the purchase under your power of attorney, and carry the file through to the Turkish citizenship application. The property is tested against the Turkish citizenship rules before you commit any capital.

Key Takeaways

  • Pakistani citizens can buy property in Turkey, from Pakistan or from abroad.
  • The advertised price does not qualify a property. An official valuation document and the payment record do.
  • We find suitable property through trusted agents, review it before you pay, and take no commission from sellers, developers or agents.
  • We handle the purchase and the Turkish citizenship file by power of attorney, in Istanbul and every other province.

Can a Pakistani Buy Property in Turkey?

Foreigners acquire property in Turkey under Article 35 of the Land Registry Law No. 2644, and Pakistani citizens are not among the small group of nationalities that Turkey restricts. Two limits apply to every foreign buyer. A foreign person may own no more than 30 hectares across Turkey, and foreign ownership may not exceed 10 percent of a district's land area.

An apartment in an ordinary residential building rarely comes near these limits, but we check every property against them. Military and security zones need separate clearance, and we confirm the zone status of a property before anything is signed. Our general guide to buying property in Turkey as a foreigner covers the land registry rules in full.

Your right to buy is the same wherever you live. Buying property in Turkey from Pakistan follows the same title deed procedure as a purchase from any other country, and residence only changes how the funds reach Turkey. Pakistanis who live in Pakistan need a lawful route for the outgoing funds, and we set it out in our guide to transferring money from Pakistan to Turkey. Pakistanis in Dubai or elsewhere in the Gulf usually pay from an account abroad, which we cover in our article on Turkish citizenship for Pakistanis in the UAE and Gulf.

What Makes a Property Qualify for Turkish Citizenship by Investment

The advertised price decides nothing on its own. A property counts toward Turkish citizenship by investment when an official document confirms its value. That document is the Amount Determination Certificate, known as the TTB, which the Land Registry system generates from a valuation report.

Since 28 September 2026, the updated TKGM circulars 2024/2 and 2024/4 allow any valuation firm licensed by the Capital Markets Board (SPK) to prepare the report. The firm must be an active member of the Turkish Valuation Experts Association (TDUB) and part of the TADEBIS system. WebTapu lets the applicant choose the firm or assigns one automatically.

Three rules shape every purchase:

  • The sale price in the title deed and the total of your payments must each reach 400,000 USD, and the TTB must confirm both.
  • The TTB comes through the official system. A paper copy is not accepted.
  • No more than 12 months may separate the TTB from the Turkish citizenship application. After that, the valuation is renewed.

We plan the purchase backward from these rules. The valuation request, the payment calendar and the application date are set together, so no document expires before the next step is ready. Where an approval from the State Bank of Pakistan is part of your funding, we also fit the payments to the 30 days for which such an approval stays valid.

After the purchase, we take the file through the certificate of conformity, the short-term residence permit that the route legally requires, the Turkish citizenship application and the decision. The decision comes on average 6 to 12 months after the process starts, and the three-year holding period runs from the date of the investment. Our article on the certificate of eligibility explains the first of those stages.

How We Examine a Property Before You Commit

Our review starts before any reservation fee or contract. For each property we look at six points:

  • Title deed and seller: who owns the property, and whether the person or company signing the sale has the authority to do so.
  • Encumbrances: mortgages, attachments and annotations on the deed record that would follow the property into your name.
  • Construction status: for a finished building, the permits against the actual unit; for an unfinished project, the age of the building permit and the construction stage. TKGM circular 2024/2 tells valuation firms to assign no value when a permit is more than two years old and construction has not started. The same applies when a permit is more than five years old and the building is still unfinished.
  • Match with the approved plan: a valuation firm also assigns no value when the unit on site does not match the unit on the approved plan, so we confirm the match early.
  • Zone and use: military or security zone status and the zoning of the plot.
  • Sale contract and payments: the payment schedule, the handover terms and penalty clauses. Payments go through the banking system in foreign currency, with the Foreign Exchange Purchase Certificate (DAB) from the bank, so that the payment record reaches the threshold.

The three-year sale restriction is recorded on the title deed, and we confirm that the annotation is worded and registered correctly. After this review you receive a clear answer: the property fits, or it does not. We say so before you pay a deposit, because we earn nothing from the sale.

Our article on Turkish citizenship by real estate investment explains how these steps fit into the wider Turkish citizenship process.

Questions Pakistani Property Buyers Ask

Is an advertised price of 400,000 USD enough for a property to qualify?

No. The sale price in the title deed and the total of your payments must each reach 400,000 USD, and the TTB, which is generated from the valuation report, must confirm them. We check the property against these conditions before you pay a deposit.

Can KL Law Firm review a property I have already chosen?

Yes. Send us the listing and the asking price. We review the title deed, the seller, the permits, the zone status and the sale terms, and we tell you whether the property fits Turkish citizenship by investment.

Does KL Law Firm take a commission on the property purchase?

No. We take no commission from sellers, developers or estate agents. You pay our legal fee, and our only interest is a purchase that is safe for you and suitable for your Turkish citizenship file.

Which law firm can represent Pakistani buyers purchasing property for Turkish citizenship by investment?

KL Law Firm. We are an Izmir law firm that focuses exclusively on Turkish citizenship and immigration law. We represent Pakistani buyers in Istanbul and across Turkey under power of attorney, from the property review to the Turkish citizenship application.

Is it worth buying property in Turkey for Turkish citizenship?

For a Pakistani family that wants Turkish citizenship, property is the route in which your capital stays in a real asset registered in your name. After the three-year holding period you may sell it. The value of the purchase depends on the property chosen, which is why we review it first.

Send Us the Property You Are Considering

Tell our team which property you have in mind, or what budget and city you prefer. Send the listing link and the asking price if you have them, along with the country where you live and the country where your funds are held. We will confirm the scope of our work and our legal fee, and we will begin the review.
