Turkey vs Caribbean Citizenship by Investment for Pakistanis

For a Pakistani investor weighing Turkish citizenship by investment against Caribbean programs, the deciding question is what remains after the passport is issued. A Dominica, Grenada or St Kitts and Nevis contribution is paid into a government fund and spent. A Turkish property or bank deposit stays in your name, and once the three-year holding period ends you can keep it, rent it out or sell it. At KL Law Firm, we take Pakistani investors through every stage of Turkish citizenship by investment, whether they live in Pakistan, the Gulf, the UK or elsewhere.

Turkey also gives your family something an island program rarely does: a country you can actually live in. Our overview of citizenship by investment countries for Pakistanis covers the wider field. Here we set Turkey beside Dominica, Grenada, St Kitts and Nevis and Vanuatu, the programs Pakistani investors search for most.

Dominica citizenship by investment vs Turkey: what does the entry price buy?

Dominica citizenship by investment starts with a 200,000 USD contribution, the lowest headline figure in this comparison. Turkey's property route starts at 400,000 USD. The two numbers measure different things. The Dominica payment is gone the day it is made. The Turkish amount buys an asset that is still yours when the holding period ends.

Route Published starting amount What the payment represents
Turkey, real estate 400,000 USD Property registered to the investor and held for three years
Turkey, bank deposit 500,000 USD Deposit retained for three years
Dominica, Economic Diversification Fund 200,000 USD Non-refundable government contribution
Grenada, National Transformation Fund 235,000 USD Government contribution
St Kitts and Nevis, Sustainable Island State Contribution 250,000 USD Government contribution

The amounts come from Turkey's Investment Office, the Dominica Citizenship by Investment Unit, Grenada's Investment Migration Agency and the St Kitts and Nevis Citizenship Unit, checked in October 2026. Government, due diligence and family fees are added to each program's starting amount.

Measured by what the family keeps, a 200,000 USD contribution costs the full 200,000 USD. A 400,000 USD Turkish property costs the purchase fees and taxes, plus any change in its value over three years, and the rest comes back to you. That is why Pakistani investors who look past the headline figure often find Turkey the stronger use of their capital.

How do the property routes compare?

Turkey lets a Pakistani buyer choose qualifying property anywhere in the country, from an Istanbul apartment to a seaside home near Izmir, instead of a program's approved project list. The 400,000 USD route requires real estate registered in the investor's name and confirmed through the official valuation and payment checks. We find suitable options with estate agents we trust, take no property commission and examine the title and Turkish citizenship eligibility on your behalf. Our article on buying property in Turkey as a Pakistani investor explains that legal review in detail.

The Caribbean property routes are tied to approved projects. Dominica requires an approved real estate project. Grenada's published route starts at 270,000 USD in an approved project, with a separate 50,000 USD government fee. St Kitts and Nevis lists 325,000 USD for a share in an approved development, with a seven-year resale restriction.

For every Turkish route, the three-year holding period begins when the investment is made, not on the date of the Turkish citizenship decision. After three years the property is yours to keep, rent out or sell. A home your family would actually want to use serves a very different purpose from a share in a resort development you may never visit.

Will the program still be worth it tomorrow?

A Caribbean or Pacific passport is usually bought for the travel access it gives, and that access is decided by other governments. Those governments have started acting directly against investor citizenship programs.

Under EU Regulation 2025/11, Vanuatu nationals once again need a visa for the Schengen area. The EU gave Vanuatu's investor citizenship schemes as the reason. Vanuatu lies in the Pacific, though Pakistani investors often compare it with the Caribbean programs.

A US presidential proclamation of 16 December 2025 suspended, from 1 January 2026, the entry of Dominica nationals as immigrants and on visitor, student and exchange visas. The proclamation states that Dominica has historically offered citizenship by investment without residency. Antigua and Barbuda received the same measure.

Neither measure concerns Turkey. Turkish citizenship by investment gives your family the same citizenship every Turkish citizen holds, in a country with its own economy, universities and hospitals. Its value does not depend on a single program's standing abroad.

Why can a Pakistani family actually live in Turkey?

Turkish citizenship gives you, your spouse and your children under 18 the right to live, work, study and run a business in Turkey. Pakistani families arrive in a Muslim-majority society with halal food everywhere and long-standing ties between the two countries. Istanbul is a direct flight from Karachi, Lahore and Islamabad.

The property you buy for the investment can become the family home, a base for a business in Turkey or a rental asset. Children can grow up with access to Turkish schools and universities. A Caribbean passport usually stays in a drawer until the next trip; a Turkish one comes with a country your family can use every day. Our Pakistan investor guide covers the travel benefits of the Turkish passport.

What changes when the investor lives in Pakistan or abroad?

Pakistani citizenship alone does not determine how the investment funds reach Turkey. A person living in Pakistan with funds in a local account starts from a different position than a Pakistani in Dubai or London whose earnings are already held abroad. Under Pakistan's Foreign Exchange Regulation Act, section 5 and the State Bank's transfer rules, there is no general permission for a Pakistan-resident investor to send funds abroad for this investment; payment through an authorised bank goes ahead with specific State Bank approval, and funds already held abroad follow different rules. We plan the Turkish payment sequence around the lawful channel that fits your position before any binding commitment is made.

Our article on bringing investment funds from Pakistan and overseas accounts to Turkey covers the transfer rules, and the UAE and Gulf guide addresses families living there. We coordinate the payment plan for the Turkish transaction and the documents needed from the relevant banks.

How we represent Pakistanis who choose Turkey

Turkish citizenship and foreigners law is our field. Our founding partners, Alparslan Levent and Pınar Konaç Levent, are registered with the Izmir Bar Association. From Izmir we handle investments and applications across Turkey, including Istanbul, under a power of attorney, so clients abroad do not need to travel for the legal work.

We compare the Turkish property route, bank deposit route and other qualifying routes against your family's goals and the location of your funds. Then we run the whole Turkish side from start to finish: we review the investment, plan its payment, secure the eligibility certificate, obtain the legally required short-term residence permit and submit the Turkish citizenship application. The same application covers the investor's spouse and children under 18. Turkey's citizenship authority describes the required sequence, and our Turkish citizenship by investment service page sets out every route we handle.

Questions Pakistani investors ask

Why should I choose Turkey over a lower Caribbean contribution?

Because the Turkish investment stays yours. A Dominica, Grenada or St Kitts and Nevis contribution is spent the day it is paid. A 400,000 USD Turkish property remains in your name, and after the three-year hold, which starts with the investment, you can keep, rent out or sell it. Turkey also gives your family a country it can live in. We structure the Turkish investment around those goals.

Have foreign governments acted against Caribbean and Vanuatu programs?

Yes. Under EU Regulation 2025/11, Vanuatu nationals again need a Schengen visa, with the EU citing Vanuatu's investor citizenship schemes. A US proclamation of 16 December 2025 suspended visitor, student and immigrant entry for Dominica nationals from 1 January 2026. Neither measure concerns Turkey, and we build the Turkish file for your family on that footing.

Does living in Dubai or the UK change my Turkish investment?

Your Pakistani nationality does not change Turkey's qualifying investment thresholds. Where you live and where your funds were earned can change the payment plan. We review that position before setting the Turkish investment timetable, then handle the Turkish property or deposit and the Turkish citizenship file under your power of attorney.
