How to Transfer Money From Pakistan to Turkey for Turkish Citizenship by Investment
Yes, a Pakistani investor can transfer money from Pakistan to Turkey for Turkish citizenship through a legal banking channel. Turkey citizenship for Pakistani applicants follows the same investment rules as for any other nationality. Which channel fits depends on where the money sits today and on whether Pakistani tax law treats you as resident in Pakistan. Funds already held in Dubai, London or another foreign bank usually move with little friction. Rupee savings in a Pakistani bank need a different plan, built around the rules of the State Bank of Pakistan (SBP).
The Turkish rules are fixed, so the weeks Pakistani investors lose usually go to the funding route. We plan that route before you sign anything in Turkey. KL Law Firm is an Izmir law firm that works only on Turkish citizenship and foreigners law. Our founding partners, Alparslan Levent and Pınar Konaç Levent, are registered with the Izmir Bar Association. We run the whole Turkish file under a power of attorney and build the transfer and document plan your Pakistani bank will review.
Key Takeaways
- Turkish citizenship requires 400,000 USD in real estate or 500,000 USD through a bank deposit or another qualifying route.
- The money must arrive in foreign currency through a bank in Turkey.
- Pakistanis living abroad can usually pay straight from their foreign account or Roshan Digital Account without SBP approval.
- Pakistan residents have lawful routes too: FBR-declared foreign assets through an FCVA, income earned abroad, an existing foreign currency balance, or SBP special permission.
- We confirm your Pakistani transfer route before any binding payment in Turkey, since an SBP approval is valid for 30 days.
- We prepare the Turkish documents your bank asks for and complete the investment and application by power of attorney.
How Much Money Has to Reach Turkey for Turkish Citizenship?
At least 400,000 USD has to reach Turkey for the real estate route, and 500,000 USD for the other investment routes. The 500,000 USD level covers a bank deposit, fixed capital investment, government debt instruments, and real estate or venture capital investment fund shares. A company that employs 50 people also qualifies. Your spouse and children under 18 join the same application on the same investment.
How the money arrives is part of the legal test. For the property, deposit, government debt and fund routes, the foreign currency is sold to a bank in Turkey before the transaction. That bank then passes it to the Central Bank of the Republic of Turkey. The Central Bank's implementing instruction also states that this sale cannot be reversed once completed. For a property purchase, the bank issues a Foreign Exchange Purchase Certificate (DAB) showing your name, passport number and the USD equivalent.
The three-year holding period starts on the date of the investment, whichever route you choose. It does not wait for the Turkish citizenship decision. Your transfer should also cover title deed fees, valuation, translation and legal costs, so the amount you send is higher than the threshold. Our guide for Pakistani investors sets out the full cost picture, and our Turkish citizenship by investment page explains every route.
Where Your Money Sits Decides the Route
Your transfer route follows your tax residence, which can differ from your citizenship. Under section 82 of the Income Tax Ordinance 2001, you are resident for a tax year (July to June) if you spend 183 days or more in Pakistan. A Pakistani citizen can also be resident if they spent no more than 182 days in any other country, or if they are not a tax resident of any other country.
Residence matters because of the Foreign Exchange Regulation Act 1947 (FERA). The Act applies to every Pakistani citizen, wherever they live, but its payment restriction in section 5 targets persons in Pakistan or resident in Pakistan. That restriction covers payments to people outside Pakistan, deposits into their accounts and payments linked to buying property abroad. A Turkish property purchase, bank deposit, fund subscription or company investment all fall within it.
So every Pakistani file we open starts with two questions: where is the money today, and where are you resident for tax purposes? A family in Lahore with savings at a local bank and an engineer in Abu Dhabi paid in dirhams can both reach Turkish citizenship, through very different transfer plans.
| Your situation | Channel we plan around | Prior SBP approval needed? |
|---|---|---|
| Living abroad, money in a foreign bank | Direct payment from the foreign account | No |
| Living abroad, money in a Roshan Digital Account | Remittance from the account | No |
| Pakistan resident with FBR-declared foreign assets | FCVA, funded from abroad | No |
| Pakistan resident paid in foreign currency for work outside Pakistan | Payment from that foreign income | No |
| Pakistan resident with a lawful FE-25 balance | Remittance from the balance | No, bank checks still apply |
| Pakistan resident paying from rupee savings | Form M request through the bank | Yes, special permission |
Overseas Pakistanis: Paying From the UAE, UK or Elsewhere
If you live and earn outside Pakistan, the investment can usually be paid straight from your foreign bank account to the Turkish bank. For overseas applicants in Dubai, Riyadh, Doha, London or Toronto, this is the most direct way to fund Turkey citizenship by investment for Pakistani families. The money does not need to pass through Pakistan, and sending it home first only adds a second round of bank checks. Our guide for Pakistanis in the UAE and Gulf covers the points specific to families who live in the Gulf.
Roshan Digital Account holders have a similar advantage. The SBP's Roshan Digital Account FAQs confirm that non-resident funds in the account can be remitted back from Pakistan at any time without prior approval from the bank or the SBP. The same rules bar the account from being credited with funds generated from local sources, so rupee savings earned inside Pakistan cannot be routed through it.
Turkish banks still examine the payment chain on this route. The account holder should be the investor, the payment should match the contract or deposit instructions, and the origin of the money should be documented. We set the beneficiary details, the currency and the payment reference before the funds move, so the DAB, the title deed and the bank records describe one clean transaction.
Pakistan-Resident Investors: The Legal Channels That Work
A Pakistan-resident investor who wants to transfer money abroad from Pakistan for Turkish citizenship has several lawful routes. The right one depends on what you own and where it is held. We look at your assets first and then choose the channel that moves the investment with the least delay.
Assets abroad declared to the FBR: the FCVA route
Since 24 March 2026, Pakistan residents can open the foreign currency version of the Roshan Digital Account, the FCVA, if their foreign assets appear in the wealth statement of their latest tax return. The change came through SBP EPD Circular Letter No. 05 of 2026. The account is funded only from abroad, and its balance can be remitted overseas without prior bank or SBP approval. For a Karachi business owner with a declared Dubai account, this is often the cleanest channel. Undeclared foreign assets do not qualify.
Salary or fees earned outside Pakistan
FERA section 5(2)(b) excludes payments made from foreign currency received as salary or fees for work that did not arise from a business or activity in Pakistan. A resident consultant paid by a foreign client can use that income, provided the employment or service contract and the bank credits show where it came from.
An existing foreign currency account balance
A lawfully built balance in a personal foreign currency account (FE-25) is free of foreign exchange restrictions. Chapter 6 of the SBP Foreign Exchange Manual allows it to be remitted to any country for any purpose, although the bank still applies its anti-money laundering checks. A resident can pay cash foreign currency into a foreign currency account in Pakistan only if they are a filer. A cash deposit above 10,000 USD in a day also needs the original receipt showing how the currency was acquired, and these accounts cannot be used for business purposes.
Rupee savings: SBP special permission through your bank
No general permission lets a resident individual use rupee savings to buy property abroad or make an investment of this size. The payment needs the SBP's special permission. Under Chapter 10 of the Foreign Exchange Manual, the request goes through your Authorized Dealer bank on Form M, whose format the SBP renewed on 6 April 2026 through EPD Circular Letter No. 07 of 2026. You cannot apply to the SBP directly. The bank checks that the request is genuine and complete, then forwards it with its own recommendation.
When this much money goes to an international bank account from Pakistan, our Turkish documents carry weight. The bank needs to see exactly what the money buys, who receives it and on what timetable. We prepare the draft contract or deposit terms, the beneficiary details and the investment description in a form the bank can assess quickly.
How We Set Up the Right Channel for Your Funds
When Pakistani investors send money from Pakistan to Turkey for an investment, a few funding questions come up again and again. For each one, we set up the channel that fits before any money moves.
- Some investors ask whether the transfer can be split under the SBP's 25,000 USD allowance. Chapter 20 gives a resident that allowance only for listed foreign shares, up to 25,000 USD a year through one designated bank, and it carries no transfer right for property or a deposit. We move the full investment through the channel that covers it, as one documented transfer.
- Exchange companies are another idea we hear. The SBP's exchange company framework caps purchases at 10,000 USD a day and 100,000 USD a calendar year per person across all exchange companies, far below an investment of this size. We plan the transfer through your own bank, where the whole amount moves under one stated purpose.
- Family and company money is often part of the budget. An approved remittance must be made by the applicant to the named beneficiary, and banks may not accept third-party instructions. We first bring those funds into your own account with a documented legal basis, and the payment to Turkey goes from there.
- Hawala and other informal channels leave no bank trail, while the Turkish bank, the DAB and the citizenship file all need a traceable bank transfer in foreign currency. We arrange a direct foreign currency transfer to the Turkish bank, so every document in the file matches.
- A complete and consistent file, with the purpose, the beneficiary and the source of funds set out from the start, is what moves a bank's approval fastest. We prepare that file for your bank and answer its follow-up questions about the Turkish side.
The Order We Follow: Pakistan Clearance, Then Turkish Commitment
We confirm your Pakistani transfer route first, and only then commit you to a binding contract or a non-refundable deposit in Turkey. Until the funds are cleared to move, we keep reservation terms, contract dates and the payment schedule flexible. If your bank asks for SBP approval, the Turkish timetable already allows for it.
Once approval arrives, the clock runs the other way. Unless the approval letter says otherwise or is extended, an SBP transfer approval is valid for 30 days from its date under paragraph 14 of Chapter 10 of the SBP Foreign Exchange Manual. The Turkish side has to be ready to receive the money within that window, so we prepare the bank account, the purchase file or the deposit instructions in advance.
After the money arrives, we run the Turkish sequence without you travelling to Turkey:
- The investment is completed and registered, with the three-year no-sale or holding commitment.
- We obtain the certificate of conformity from the relevant authority. Our article on the certificate of conformity for Turkish citizenship explains this step.
- We obtain your short-term residence permit, which is a legal prerequisite for the application, under power of attorney.
- We file the Turkish citizenship application for you and your family.
- The decision follows, on average 6 to 12 months after the process starts.
After the Transfer: The Documents We Deliver for Your FBR Records
For a resident investor, the Turkish investment also has to appear correctly in Pakistan's tax records, and we deliver the documents that make this simple. Under section 116 of the Income Tax Ordinance, the wealth statement covers foreign assets. Section 116A adds a separate foreign income and assets statement when foreign assets reach 100,000 USD or foreign income reaches 10,000 USD. A 400,000 USD property in Izmir or Istanbul crosses that asset threshold on its own.
Section 111 treats investments whose source is not explained as taxable income, so your Turkish asset should sit inside your declared wealth. We give you the title deed, the DAB, the valuation report and the bank letters in the form your FBR filing needs, with English translations. With these papers, a fully documented 2026 transfer reads the same way in every later tax year.
How KL Law Firm Runs the Transfer Plan and the Turkish Citizenship File
We handle the Turkish side from start to finish and build the transfer plan around it. Before any money moves, we map where your funds are, which Pakistani channel fits and which Turkish route suits the amount. Then we set the order of payments so each step supports the next. Our investment citizenship service covers every qualifying route. If you are still deciding whether Turkey is the right program, see our comparison of citizenship by investment countries for Pakistanis.
For the property route, we find suitable properties through trusted real estate agents and review each one legally on your behalf. We take no commission from sellers, developers or agents. Our real estate citizenship service and our comparison of the investment routes explain the options. For the bank deposit route, we coordinate the deposit, the Central Bank conversion and the holding commitment with the Turkish bank. Our guide to buying property in Turkey as a Pakistani explains how we examine a property before you pay.
Your own bank in Pakistan processes the outgoing transfer. We design the file that bank receives and answer its questions about the Turkish transaction. Everything in Turkey, from the investment to the passport, we complete under your power of attorney. Tell our team where your funds sit today, and we will set out the route that fits.
Frequently Asked Questions
How much do you need to invest in Turkey to get citizenship?
You need at least 400,000 USD in real estate, or 500,000 USD in a bank deposit, fixed capital, government debt instruments or qualifying investment fund shares. Employing 50 people also qualifies. Your spouse and children under 18 are included in the same Turkish citizenship application at no extra investment.
Can I transfer money from Pakistan to Turkey to buy property for Turkish citizenship?
Yes. If you live abroad, you can usually pay from your foreign account. If you are a Pakistan resident, the payment needs a lawful channel: FBR-declared foreign assets through an FCVA, income earned abroad, an existing foreign currency balance, or SBP special permission through your bank. We plan the route before you commit.
Can I use my Roshan Digital Account to pay for Turkish citizenship?
Yes, for money that came from abroad. The SBP allows Roshan Digital Account funds to be remitted overseas without prior approval, and since March 2026 Pakistan residents with FBR-declared foreign assets can open the foreign currency version. Local rupee savings cannot be moved into a Roshan Digital Account.
Can my father or my company pay for my investment?
Family or company money can fund the investment, but it should reach your own account before it goes to Turkey. Pakistani banks remit an approved payment only from the applicant to the named beneficiary. We plan a documented transfer into your account first, so the Pakistani bank record and the Turkish file match.
How is money transferred to a Turkish bank account for the investment?
The money travels by bank transfer in foreign currency to a bank in Turkey. For the property, deposit, government debt and fund routes, the bank sells the currency to the Central Bank before the transaction, and the sale cannot be reversed. For property, the bank also issues the DAB. We arrange the account and payment details in advance.
Do I need to travel to Turkey to complete the transfer and application?
No. The transfer is made from your own bank, and we complete the investment, the certificate of conformity, the residence permit and the Turkish citizenship application under your power of attorney. You do not need to visit Turkey at any stage of the Turkish citizenship process.
