Turkish Citizenship by Investment for Pakistanis in the UAE and Gulf
A Pakistani citizen in Dubai, Abu Dhabi, Doha, Riyadh or elsewhere in the Gulf can pursue Turkish citizenship by investment while continuing to live there. We handle the investment and Turkish citizenship application in Turkey under a power of attorney. Your spouse and children under 18 can be included. After approval, the family can apply for Turkish passports through a Turkish mission in the country where they live, without travelling to Turkey. KL Law Firm manages the Turkish legal process from the first investment decision through the Turkish citizenship decision.
Does Gulf residence change a Pakistani investor's eligibility?
Pakistanis living in the UAE and other Gulf countries can use the same Turkish citizenship by investment routes as other eligible foreign investors. A UAE residence permit establishes where you live; the Turkish application is based on your qualifying investment. The Turkish investment rules do not set a lower threshold for a Pakistani investor who lives in Dubai, nor a higher one for an investor who lives in Lahore.
What changes is the work around the investment. A professional paid into a Gulf bank is starting from a different position than a Pakistan resident whose savings are held in Pakistan. We establish the Turkish payment and ownership structure before you sign for a property or place a deposit. We also prepare the family documents at the start, so the Turkish application reflects the people who will benefit from the investment.
Why mobility matters to Pakistanis living in the Gulf
Living in the UAE can make work and daily life easier, but international travel still follows your passport and the destination's entry rules. A UAE residence card does not give its Pakistani holder the travel rights of a UAE citizen. Families searching for visa-free countries for UAE residents with a Pakistani passport are often looking for a practical answer to that gap. They want to know whether a business meeting, family visit or holiday will require another visa application and how much notice it will take.
The search for a Turkey visa for UAE residents with a Pakistani passport reflects the same distinction. Turkey's Ministry of Foreign Affairs says an ordinary Pakistani passport holder needs a visa to enter Turkey; UAE residence by itself does not change that passport rule. We can conduct the Turkish investment and Turkish citizenship case under your power of attorney while you remain in the Gulf. There is no need to arrange a trip to Turkey just to keep the legal process moving.
Turkish citizenship changes that picture for the whole family. Turkey's Foreign Ministry, in its country-by-country visa guidance, lists 70 countries and territories that ordinary Turkish passport holders can visit without a visa. Japan, South Korea, Singapore, Hong Kong, Brazil, Argentina and Chile are on that list, as is Georgia for stays of up to a year. Malaysia issues a free visa on arrival, and Saudi Arabia offers Turkish citizens an e-visa. For how Turkey compares with other programs, see our overview of citizenship by investment countries for Pakistanis.
The Gulf itself becomes easier too. With a Turkish passport, Qatar allows 90 days in any 180 without a visa, and Oman allows 30 days per visit. Kuwait issues a free 90-day visa at the border. A business trip to Doha or a family weekend in Muscat stops being a visa application and becomes a flight booking. We take care of the Turkish legal work that puts that passport in each family member's hands.
Paying from a Gulf account or an account in Pakistan
When your investment funds are already in a Gulf bank account, payment can generally go directly to the Turkish bank, and we arrange the Turkish investment around that transfer. Money held in Pakistan needs a separate lawful transfer plan. Our guide to transferring investment funds from Pakistan to Turkey explains the Pakistan banking rules and the available routes in detail.
What investment can bring Turkish citizenship to the family?
The minimum is USD 400,000 for qualifying real estate. A Turkish bank deposit, fixed-capital investment, government bonds, or qualifying real estate or venture-capital fund shares require at least USD 500,000. Creating at least 50 jobs is another qualifying route. We choose the route with you, then carry out its Turkish legal work. The right choice depends on the asset you want to own, how you intend to hold it and what your family expects from Turkey after the application.
Property appeals to investors who want a home or another tangible asset in Turkey. Our real estate Turkish citizenship service begins before a seller asks for a commitment. We work with estate agents we trust to find suitable property, then examine the title, restrictions, transaction structure and eligibility for Turkish citizenship on your behalf. A listing price alone does not establish that a property qualifies. We address that question before you tie up your capital. KL Law Firm takes no real estate commission; our role is to protect your interests in the Turkish purchase and application. Our guide to buying property in Turkey as a Pakistani sets out how a property qualifies and how we review it.
A deposit may suit a family that does not want to choose property from abroad. We handle the Turkish bank deposit route, including the Turkish bank arrangements, the investment evidence and the commitment to hold the deposit. Our comparison of Turkish citizenship investment paths sets out the differences if you are still deciding. Our recommendation reflects your goals and the legal fit of each option.
For the investment routes with a holding commitment, the three-year period begins on the investment date, not on the later Turkish citizenship decision. We plan the purchase or deposit with that date in mind. Under the Turkish citizenship law's exceptional-acquisition provision, your spouse and children under 18 can join your application. We prepare their records as part of the same case, so the investment decision serves the family from the outset.
We handle the Turkish process while you remain in the Gulf
You can stay with your work and family in the Gulf while we run the Turkish case. We take responsibility for the property purchase or other chosen investment, its supporting legal documents and the connected application. A specific power of attorney allows us to act for you in Turkey. Turkey's investor application rules set out representation for the eligibility stage and the subsequent residence and Turkish citizenship sequence.
The first formal result after a qualifying investment is the certificate of eligibility. The authority depends on the route: property and deposits are confirmed by different bodies. We prepare the file for the relevant authority and resolve the Turkish legal questions that can prevent the investment from being recognised. Our article on the essential certificate of eligibility for Turkish citizenship explains why this document carries so much weight.
We then obtain the required short-term residence permit for the investor and file the Turkish citizenship application for the presidential decision. The permit is part of the legal sequence, even when you intend to keep living in Dubai or another Gulf city. We handle that Turkish stage under the power of attorney. Your family does not have to make a preliminary move to Turkey for us to carry the case through.
The Turkish work is led by our founders, Attorney Alparslan Levent and Attorney Pınar Konaç Levent, who are registered with the Izmir Bar Association. From Izmir, we represent foreign investors throughout Turkey. We keep the investment, residence permit and Turkish citizenship file with one legal team, so questions about the purchase, eligibility and family application are resolved together. Under Article 35 of Turkey's Attorneys Act, legal opinions, legal documents and representation before authorities are reserved to bar-registered lawyers. Investment and visa consultants cannot provide that representation under power of attorney.
Our Turkish citizenship by investment service explains the scope of the work we take on. The Pakistan investor guide covers general eligibility and investment questions. In this Gulf-based case, we shape that work around your residence, your family's needs and the fact that you are making decisions from outside Turkey.
Your family's Turkish passports without a move to Turkey
Our power of attorney covers the Turkish investment and application work. Once Turkish citizenship is granted, passport issuance has its own identity and biometric requirements. The Turkish population authority's passport guidance says passport applications abroad are made at Turkish missions and applicants must attend in person for biometrics. This can be done in the UAE or another country where the family lives; it does not require a journey to Turkey. We prepare the Turkish citizenship records and coordinate the handoff so the family knows when the local passport appointment becomes the next step.
For a family with school schedules, work commitments and an established home in the Gulf, this matters. We handle the Turkish legal stages while you continue your life there. The family's visit to a Turkish mission for passports is local to where they live. The outcome is a Turkish passport for each family member included in the successful Turkish citizenship application, without relocating to Turkey to complete the case.
Questions from Pakistani investors in the Gulf
Can I apply for Turkish citizenship while living in Dubai?
Yes. Your Dubai residence does not prevent a Turkish citizenship by investment application. We select and complete the Turkish investment, obtain the certificate of eligibility and required residence permit, and file the Turkish citizenship case under a power of attorney. You can keep living and working in Dubai while we carry out those Turkish stages.
Can I pay for the Turkish investment from my UAE bank account?
Usually, yes. Funds already held in your UAE account can generally go directly to the Turkish bank for the investment. We arrange the Turkish contract, beneficiary and investment record around the payment, then carry out the Turkish transaction. If part of the money is in Pakistan, our separate transfer guide covers the additional planning that money needs.
Does a UAE residence permit lower the Turkish investment minimum?
No. UAE residence does not change Turkey's investment thresholds. Qualifying real estate starts at USD 400,000. A Turkish bank deposit, fixed capital, government bonds and qualifying fund shares start at USD 500,000. We compare those routes with your goals and manage the Turkish investment you choose.
Can my spouse and children be included if we live in the Gulf?
Yes. Your spouse and children under 18 can be included with you. We prepare the family portion of the Turkish citizenship file alongside the investment, then handle the Turkish application under a power of attorney. The family can remain in the Gulf during those stages and attend a Turkish mission locally when it is time to apply for passports.
Do UAE-resident Pakistanis need a visa to visit Turkey before Turkish citizenship is granted?
An ordinary Pakistani passport requires a visa to enter Turkey under the current Turkish Foreign Ministry rules, even if its holder lives in the UAE. We can handle the investment and Turkish citizenship application without a trip to Turkey, so the entry visa is not a prerequisite for us to begin work. If you want to visit, we address the travel question separately from the investor file.
Can our family receive Turkish passports while staying in the UAE?
Yes. After Turkish citizenship is granted, family members can apply for Turkish passports at a Turkish mission in the UAE. Passport applicants attend in person for biometrics, but they do not need to travel to Turkey for that appointment. We manage the Turkish legal case and coordinate the records needed for the family's local passport applications.
If your family is based in the Gulf, contact KL Law Firm. Tell us where you live, where your investment funds are held and whether you favour property or another route. We will take charge of the Turkish investment and Turkish citizenship case while your family continues its life in the Gulf.
